A tour operator's service is taxed at 5% on the gross amount charged, with input tax credit blocked except for input services bought from another tour operator in the same line of business. Because the credit is blocked, the tax applies to the whole package value rather than to your margin.
Under section 206C(1G) of the Income-tax Act the seller collects 5% on overseas tour programme packages up to Rs 10 lakh per buyer per financial year and 20% on the amount above that threshold. TCS is not an extra tax on the traveller — it is credited against their income tax liability and claimed in their return.
Multiply your net landed cost per person by (1 + markup/100) to get the selling price, then multiply by the number of travellers for the package value. Your margin is the difference between selling and net cost; expressed against the package value a 20% markup on cost is only about 16.7% of the price you quote.
This calculator applies TCS to the package value before GST, which is the common approach, but practice varies and some operators collect it on the invoice total. The difference is real money on a large booking, so confirm the basis with your chartered accountant. Nothing here is tax advice.
