In Family Management, open the child's profile and restrict Communication and User-Generated Content. That single setting covers messages, voice chat, and viewing or sharing other players' screenshots, videos and broadcasts. If you allow communication with friends, the friend list becomes the entire boundary, so review it regularly.
No. A PSN child account cannot add its own funds — it spends against the Family Manager's payment method up to the monthly spending limit that the Family Manager sets. Setting that limit deliberately, rather than leaving it at whatever it defaults to, is the control that prevents surprise charges.
Usually because a new local user was created on the console. Account-level restrictions only apply to that account, so unless you also block Creating New Users and Guest Login under System Restrictions, a child can start a fresh unrestricted profile. Change the restriction passcode from the default 0000 at the same time.
Sony states PS VR2 is not for use by children under 12, and the headset restriction in Family Management is a separate setting from the game age level. Setting an age level for games does not by itself stop a younger child putting the headset on.
