The Android Kids Device Setup Guide builds a setup plan for a child's Android phone or tablet from the child's age, covering the Family Link supervised account, screen time and bedtime limits, Google Play content ratings, install approval and purchase authentication. Steps appear or disappear with age — creating a supervised account under 13 is a different job from inviting a fifteen-year-old to accept supervision — and the score counts only the steps that apply. It also works out what the day actually has room for, using the AASM sleep ranges endorsed by the American Academy of Pediatrics and the WHO one-hour cap for ages 2 to 4.

Below the local age of digital consent, which is 13 in India and the United States and as high as 16 in parts of the EU. Below that age the account has to be created through Family Link; above it, supervision is something the young person accepts and can later ask to remove.
WHO publishes a number only for young children: no sedentary screen time below age 2, and no more than 1 hour a day for ages 2 to 4. Above that, no major health body sets a figure, so the practical approach is to fill in sleep, school, homework and activity first and treat what is left as the ceiling.
Not while they are under the age of digital consent — attempts to remove supervision notify the parent and lock the device. Once they reach that age they can request removal themselves, and Google tells you when it happens, which is why agreeing the handover in advance is part of the setup.
In the Play Store, set Authentication to require it for every purchase rather than every 30 minutes, turn on parent approval for installs in Family Link, and take saved cards off the child's account so that top-up codes or gift balance are the only route to spending.
