This planner produces a Nintendo Switch parental-controls setup for one child: which restriction preset to pick, the daily play-time figure the Parental Controls app will actually accept, and the eShop, communication, VR and social-posting switches that go with it. The app sets play-time limits from 15 minutes to 6 hours in 15-minute steps, so any allowance you have in mind is rounded onto that grid for you. Each step names the screen it lives on.

Removing the saved card, checking a second console and reviewing friend codes are not covered by any preset.

Because Suspend Software is off. By default the console only shows an alarm when the limit is reached and the game keeps running. Turn on Suspend Software under Play-Time Limit so the session actually ends, and set a PIN the child has not seen you type.
Restrict Nintendo eShop Purchases in the app's Custom Settings, then remove the saved payment method from the Nintendo Account at accounts.nintendo.com. Removing the card matters because a restriction alone can be worked around with a gift-card balance already on the account.
No. The controls live on the console, not on the Nintendo Account, and each console is registered to the app separately. A sibling's Switch, a second family console or one at a grandparent's house is unrestricted until you register it too.
