Most institutions publish a turnaround of two to seven working days, and many issue it the same day at the counter. There is no statutory deadline, so the timing is set by the institution's own service norms — apply at least a week before you need it.
A bonafide certificate says you are studying at the institution right now; a transfer certificate is issued when you leave and records the date of leaving, conduct and the class last attended. You cannot use one in place of the other, and a TC ends your enrolment.
There is no fixed expiry printed on it, but verifiers commonly reject one dated more than about six months earlier, and many want it dated within the current academic year. Ask for a fresh copy if the purpose is a passport, visa or scholarship deadline.
