Hotels normally register their guests automatically, but a rented flat or staying with friends does not, and the fine for missing it is collected when you try to leave the country.
At least three months beyond the end of your intended stay, counted from your departure date rather than your arrival date. That means a longer trip needs more remaining validity than a short one — a passport that clears the rule for a week's visit can fail it for a month's.
