The MRV application fee is USD 185 for tourist, business, student, journalist, transit and crew visas, USD 205 for petition-based H, L, O, P, Q and R classes, USD 265 for K fiance(e) visas and USD 315 for E treaty trader and investor visas. These rates have applied since 17 June 2023, and most Indian passport holders pay no additional visa issuance or reciprocity fee on approval.

No. The MRV fee pays for processing the application, not for the visa, and it is non-refundable and non-transferable to another person. The receipt does stay usable for twelve months from the date of payment to schedule an interview, and a SEVIS I-901 fee already paid can normally be reused for the same programme for twelve months after a refusal under section 214(b).
It is a USD 250 charge on nonimmigrant visas created by section 100007 of Public Law 119-21, signed on 4 July 2025, indexed for inflation from fiscal 2026 and refundable only in narrowly defined circumstances. Collection depends on Department of State implementing guidance, so treat it as an optional line and confirm on travel.state.gov whether your post is charging it before you budget for it.
