No. The application processing fee and the biometrics fee pay for the assessment, not for the visa, and IRCC does not refund them when an application is refused or withdrawn after processing has begun. The right of permanent residence fee, which applies to permanent residence rather than visitor applications, is the main fee that is refunded if the application does not succeed.
