A transfer certificate request is the written application a parent submits to a school before a child leaves, and this tool assembles it from the student's name, admission number, class, reason and pending dues. It works out the academic session from the application date (Indian sessions run April to March), adds the school office's stated processing time in school days to give an expected issue date, and sets a follow-up date so a stalled TC does not go unchased. Where the child is in Classes 1 to 8, it can cite Section 5 of the Right of Children to Free and Compulsory Education Act, 2009, under which the head teacher must issue the certificate immediately.

Address it to the principal, state the student's name, class, section and admission number, give the reason for leaving and the last date of attendance, confirm that dues are cleared, and ask for the TC by a specific date. Keep it to one page and take a dated acknowledgement when you submit it.
Most school offices quote three to ten working days. For Classes 1 to 8 the position is stronger: Section 5(2) of the RTE Act, 2009 requires the head teacher to issue the certificate immediately when a child moves to another school, and Section 5(3) makes an official who delays it liable to disciplinary action.
Schools routinely ask for dues to be cleared first, which is why the letter itemises them and offers payment. But under Section 5(3) of the RTE Act, delay in producing a TC cannot be a ground for the new school to deny or delay admission to a child in the elementary stage, so the child's admission need not wait for the paperwork.
The student's name, parent's name and date of birth exactly as recorded in the school register, class last studied and result, date of leaving, conduct, and the school's board affiliation details. Check the spelling and date of birth on the spot — a mismatch with the birth certificate causes problems at board registration and is far harder to correct later.
