Under the central RTI Rules the application fee is ₹10, with additional per-page charges for copies; applicants below the poverty line are exempt from the fee. State governments notify their own fee rules and payment modes, so check the rules for the authority you are writing to. Ask for specific records — certified copies, file notings, dated status, sanctioned and utilised amounts — as numbered points, and state the period concerned. Requests phrased as questions seeking an opinion or an explanation are commonly refused, since the Act covers information held in records rather than reasoning produced on demand.
Yes — an application may be made in English, Hindi or the official language of the area, and the builder produces a full Hindi draft as well as English and plain-English versions.
