If you supply the date the previous role started, it also works out the exact time spent in that role, calendar-accurate rather than days divided by 365. Name the new title, say one specific thing they did to earn it, and close with what you are looking forward to. Three lines beats a paragraph of adjectives, and mentioning the actual role title makes the message searchable and personal.
Do both if you know them well: a short public comment for visibility and a longer private message for substance. Keep salary, internal politics and the person they replaced out of the public comment entirely.
Skip 'well deserved' on its own and add the evidence — a project they carried, a habit you noticed, a time they helped you. One concrete detail makes the message read as written rather than pasted.
