The 15 kg is a combined total across every checked piece, so two 9 kg bags already exceed it even though each is under the limit.

Allowances on the same booking can usually be pooled at the check-in counter for passengers travelling together on the same PNR, so a 12 kg bag and an 18 kg bag can clear a 2 × 15 kg pool. Pooling never lifts the 32 kg per-piece ceiling, and it is applied at the airline's discretion, so confirm it at the counter rather than counting on it.
