Sejda is the most honest company in this category: every tool page states the free cap up front, Sejda Desktop does the work locally with no upload, and a US$5 week pass exists so you are not pushed into a subscription for one heavy job. The only place we clearly differ is the free web tier — three tasks per hour and 50 pages per merge is a real wall when you are working through a stack of documents. Sejda's feature depth, though, is not something we match, and the list below is not padding.
