PDF24 is the closest thing to a peer in this list: free, unmetered, no watermark, no paid tier, funded by ads, with a clear one-hour deletion policy and EU hosting. The honest difference is architectural, not commercial. PDF24 uploads and processes server-side, which is why OCR and heavy compression work well there; AltFTool processes locally, which is why nothing is uploaded but also why big scanned files depend on your hardware. If uploading is not a problem for your document, PDF24 is a completely reasonable choice.
