Convention is to tip on the pre-tax bill, since tax is not part of the service. Tipping on the post-tax total is simply more generous — the toggle lets you see both.
It is customary but not obligatory. Roughly 5-10% of the bill is common in sit-down restaurants, and nothing is expected at counters or dhabas.
A service charge is a percentage the restaurant adds to the bill itself. Indian consumer guidance treats it as voluntary, so if it has already been charged most people skip an extra tip.
Rounding only ever goes up. The extra amount is added to the tip, so the bill and tax stay exact and the effective tip rate rises slightly — the tool shows both the rounded and unrounded totals.
