A scooter versus bike cost comparison prices both machines on total cost of ownership rather than sticker price: depreciation (on-road price less resale), fuel from your real mileage, servicing counted on the manual's rule of every X kilometres or Y months whichever comes first, replacement tyre sets, and insurance across the years you keep it. It also solves for the break-even distance — the annual kilometres at which the cheaper-to-run machine overtakes the cheaper-to-buy one, found by splitting each into a fixed cost and a variable cost per kilometre.

At low annual distances usually yes, because scooters cost less to buy and depreciation dominates a short ownership. As mileage rises, a motorcycle's better fuel economy and longer service and tyre intervals close the gap and eventually overtake — with typical Indian commuter figures the crossover often falls somewhere around 7,000 to 9,000 km a year over five years.
Generally yes. Small-wheel automatic scooters commonly specify service every 3,000 km against 4,000–5,000 km on many motorcycles, and CVT belts, rollers and the smaller tyres add consumables a chain-drive motorcycle does not have. Both also carry a time-based limit — usually six months — so a lightly used machine still needs its oil changed.
Rather than a rule of thumb, look up completed listings for your exact model and year on a used marketplace — resale varies enormously by brand reputation, service history and city. A well-maintained mainstream commuter typically holds a substantially larger share of its price after five years than a niche or discontinued model, and that single assumption moves this comparison more than fuel does.
Loan interest if you finance, parking and tolls, traffic fines, accessories and riding gear, and any accident repair or insurance excess. For an electric two-wheeler, add an eventual battery replacement, which can be a large share of the vehicle's price and does not appear in fuel savings.
