This checklist works out exactly what an Indian RTO will ask for when you renew a driving licence: the forms, the medical certificate, the fee including any late charge, and the new expiry date under section 14(2) of the Motor Vehicles Act, 1988 as amended in 2019. It also applies the 30-day grace period in section 15(3) and flags the case in section 15(4) where a licence out of force for more than five years can attract a fresh driving test. It depends on your age when the renewal takes effect. Under section 14(2)(b), a licence issued below 30 runs until you turn 40; between 30 and 49 it runs 10 years; between 50 and 54 it runs until you turn 55; and from 55 it runs 5 years. A transport licence is renewed for 3 years, or 1 year if it covers hazardous goods.
Thirty days. Section 15(3) says a renewal applied for before expiry, or within 30 days after it, takes effect from the date of expiry, so no validity is lost. Apply later and section 15(4) makes the renewal run only from the date it is granted, and a late fee applies.
Yes if you are 40 or older, and yes for every transport licence at any age — it is the Form 1A certificate signed by a registered medical practitioner. Below 40 on a private licence, the Form 1 self-declaration of physical fitness is accepted instead.
The licensing authority may refuse to renew it unless you pass the test of competence to drive again, under the proviso to section 15(4). You will also pay the late renewal fee for every year, or part of a year, since the grace period ended.
