Rolling arrives without warning, and the measures that take longest to arrange — anchoring furniture, removing looped blind cords, turning the water heater down to 49 °C — are all things you want in place before they are needed rather than after.

No. Use a hardware-mounted gate at the top of the stairs, because a pressure-fit gate can be pushed out of the frame and go down the stairs with the child. Pressure-mounted gates are fine at the bottom of stairs and in doorways; gates made to ASTM F1004 carry a label saying which mounting they are certified for.
