One tournament, one player, judged purely on those few weeks
A World Cup is four years of buildup compressed into roughly a month, and some players have simply never been matched under that specific pressure. This list scores single-tournament campaigns rather than careers, which is why a few players who never won the trophy still appear — a losing finalist who single-handedly dragged an ordinary team to the final, or a Golden Boot winner on a team that finished fourth, produced something genuinely historic even without the trophy at the end of it. Winning the tournament still counts for a great deal, but it is not the only door in.

Why include a player whose team lost the final?
Because this list measures the quality of the individual campaign, not just the trophy at the end of it — a Golden Boot winner or a player who single-handedly kept an ordinary team alive produced something historic regardless of the final scoreline.
Is the goal count the main factor?
No — it is one input among several. A lower goal total achieved against tougher opposition, or a performance that visibly elevated an entire team, can outscore a higher tally compiled in a more favourable draw.
Can a player appear here more than once for different tournaments?
In principle yes, since each entry is a specific tournament campaign rather than a career — this edition favoured variety across players, but a repeat appearance for a different year is not ruled out.
How does this list relate to the all-time greatest footballers list?
They are deliberately different questions — a career-long ranking versus a single best-weeks-of-their-life ranking — so the order and even the player pool do not always match.
