The advertising industry runs on a small number of holding companies that own dozens of individually branded agencies, alongside a longer tail of independents that trade scale for creative control — and this ranking treats those as genuinely different business models rather than pretending they compete on identical terms. Awards and creative reputation are weighted heavily because, unlike almost any other category on this site, the industry itself has spent a century building elaborate, well-documented mechanisms — Cannes Lions, the Effies — specifically to measure this. Client roster and billings data draws on public reporting and industry trade press, which is imperfect but the best available signal for private agency scale.
